Ms Novlette Marie Arthurs currently serves as the Acting Director of Nursing Services at Bellevue Hospital, the largest mental health institution in the English-speaking Caribbean. She brings this specialized background to her role as a Council Member, where she contributes to the Council’s regulatory and quality assurance mandate as Chair of the Verification Committee and as a co-opted member of the Practice, Monitoring and Evaluation Committee.

With over twenty-eight years of experience in nursing, including twenty-four years of dedicated service at Bellevue Hospital, Ms. Arthurs has progressed through key clinical, educational, and leadership roles, including Ward Manager, Departmental Nurse Manager, In-Service Education Officer, Deputy Director of Nursing Services, and Acting Director of Nursing Services A graduate of the University Hospital of the West Indies School of Nursing, she holds a Bachelor of Science in Nursing, a Bachelor of Science in Health Services Administration, a Certificate in Post-Basic Psychiatry, and a Certificate in Nursing Administration. Her professional achievements include being awarded First Place in Psychiatric Nursing and receiving the President’s Award from the Nurses Association of Jamaica (NAJ) in recognition of her outstanding contribution to the nursing profession.

Ms. Arthurs has built strong governance experience through extensive committee leadership, serving as Assistant Treasurer and Assistant Secretary for the NAJ, as well as Chair of the Credit Committee for the NAJ Health Services Co-operative Credit Union. Within Bellevue Hospital, her institutional oversight spans active tenures on both the Clinical and Human Resource Committees, ensuring a comprehensive perspective on professional nursing practice, workforce development, and operational policy. This breadth of governance and institutional experience strengthens her contribution to the Nursing Council of Jamaica, particularly in matters relating to professional nursing practice, workforce development, policy, and effective organisational oversight.
