Carmen J. Brissett, MScN, BSc, Cert. (Industrial Relations), RN, RM

Miss Carmen J. Brissett is a highly accomplished nursing leader who currently serves as the Director of Nursing for the Mental Health Programme at the University Hospital of the West Indies (UHWI), a position she has held since June 2020. She brings this vast operational expertise to her role as a Council Member, where she serves as Co-Chair of the Disciplinary and Penal Cases Committee and as a member of the Policy, Research and Publication Committee, providing critical oversight to regulatory, governance, and policy development functions.

She holds a Master of Science in Nursing Education, a Bachelor of Science in Health Administration, and a Certificate in Industrial Relations, and is a certified Trainer of Trainers in HIV Counselling and Testing. Throughout her extensive career at UHWI, Miss Brissett has excelled in numerous clinical and administrative roles, including Clinical Nurse Manager for Medicine and Nephrology, Senior Nurse Manager, and Night Director. A dedicated educator, she has developed psychiatric curricula in collaboration with the Ministry of Health and Wellness and HEART/NSTA Trust, while teaching specialized courses in Midwifery, Emergency Nursing, and Ward Management.

Beyond her institutional impact, Miss Brissett has demonstrated exemplary leadership within the Nurses Association of Jamaica (NAJ), serving three consecutive terms as First Vice President and spending over eight years on the NAJ Negotiating Team. She has also served as Secretary and Chair of the NAJ Health Services Cooperative Credit Union and represented Jamaica at major international conferences. Her immense contributions to the profession have been recognized through the prestigious NAJ President’s Award in 2006, 2023, and 2025.
